I had no idea about this until I read this, but apparently the way all those Pakichinko parlours work is that, since gambling is illegal, you exchange the tickets from the machines for little toys, just like the usual penny-arcade type games, but then you go into the back, and exchange those toys for cash. I'll have to look for a secret door next time I'm at Magic Mountain.
